Assistance for Homeowners and Renters from the City of Raleigh

The Raleigh Community Development Department assists families in buying and preserving their homes, creating safe and affordable rental housing and revitalizing neighborhoods.

Most of the programs and services have certain requirements. If you have questions, please email CD.info@raleighnc.gov or call (919) 996-4330.  
 
Here are some of the programs offered by the Community Development Department:
  1. Limited Repair Program
Offers loans of up to $5,000 per household to repair conditions that could threaten an occupant’s health or safety.
  1. Elderly/Disabled Homeowner Rehab Program
Offers loans of up to $35,000 per household to assist homeowners with repairs needed to meet local housing codes. Homeowners must be 62 years or older or disabled to qualify.
  1. Homeowner Rehab Program
Offers loans up to available equity (value of the owned home) to assist homeowners with repairs needed to meet local housing codes.
  1. Pilot Rehab Program
Offers loans up to $45,000 per household to assist homeowners with repairs needed to meet local housing codes.
  1. Homebuyer Rehab Program
Offers loans up to available equity to assist homebuyers to buy a home in need of repairs and to make repairs needed to meet local housing codes.
  1. Citywide Homeownership Program
Offers up to $20,000 per household in the form of a second mortgage to provide financing for down payment and closing costs.
  1. Ownership Within Neighborhoods to Encourage Revitalization (OWNER)
Offers up to $30,000 per household in financing for down payment and closing costs on homes in a low-income census areas.

  • Homebuyer Education
Monthly classes offered through DHIC, Inc.

  • Affordable Rental Opportunities
Maintains a list of 180 housing units at affordable rents for low-income families. The city’s management agent in 2010 is Barker Realty Company. Call (919) 859-0044 ext. 174 or visit Barker-inc to look at the list.
  • Job Training Assistance
Offers a construction trades’ apprenticeship program, providing job skills for low-income youth.
