City of Raleigh Rules on Food and Shelter for Animals

The City of Raleigh requires people to provide adequate food, water and shelter for any animal for which they are responsible. Shelter consists of an enclosure with at least three sides, a roof and a floor. Proper ventilation and sufficient room for the animal also are required.

Failure to comply is a class-one misdemeanor, punishable by a fine and incarceration.
